They consider themselves an international body, not subject to the rules of any particular nation, most of whom can only regulate domains that they sponsor (i.e. .uk for United Kingdom and .us for United States). This was especially evident when they flatly declined .xxx domains. They considered it content regulation and bordered far too much on politics. That being said, if this does go through, wanna bet there's going to be a bidding war on im.gay ?
